Forlines taught at Free Will Baptist Bible College for 50 years and continues to serve as Adjunct Professor. He is also Adjunct Professor of Theology at Russian Baptist Theological Institute at the Chelyabinsk Affiliate of he Moscow Theological Institute, under the auspices of Free Will Baptist International Missions. Forlines earned his B.A. from Free Will Baptist Bible College, M.A. from Winona Lake School of Theology, B.D. from Northern Baptist Theological Seminary, and Th.M. from Chicago Graduate School of Theology.

Forlines is a leading advocate of Reformation Arminianism. Calvinism rarely interacts with Arminius' Arminianism, and Forlines' work offers such an opportunity for intellectually honest Calvinists.

This work on Romans is an exegetical attempt which reflects Reformation Arminian perspectives such as Penal Satisfaction View of the Atonement and Total Depravity. It was written just as Sanders' and Dunn's New Perspective Movement arrived on the scene, but Forlines, amazingly, precedes them with some interesting elements from his own independent musings.

For example, Forlines understands that the polemic of Paul in chapter 9 is all about the Jewish assumption that they were unconditionally elected. Forlines gives a strong argument that Paul's urgency was that the elect are those who put their faith in Jesus. Likewise, there are some fresh arguments in Rom 7 regarding the person's identity as a pre-regenerate person.

This book appeals to scholars looking for a traditional theological systemic approach which is exegetically sensitive. However, it is especially designed for those who may not have had formal training in biblical studies. Its biblical text starts from KJV, but then explains the text with modern English. Though now dated, it is still worth reading by those seeking to understand Romans from a theological perspective. Scholars will be able to read the book quickly and easily.

It is full of sermonic points of application.

The only downsides to this work are 1) its usage of KJV (which Forlines has to "retranslate" in his comments; 2) its "Sunday School book" layout and thick print font; and 3) now its "early" date which means that none of the current discussion of the New Perspective is included.

Nonetheless, the commentary is still worth buying for its careful integration of theology with Paul's train of thought.

Here is a study in the book of Romans that should really help the layman better understand some of the deep thoughts that Paul has in this letter. Mr. Forlines has presented the study in a excellant way. It is not to deep or complicated, yet he covers the material in a way that will surely help you. At the end of each section is simple summary and Preacher aids. He goes into greek meanings but not in an overly way. Do not let the number of pages fool you. This is a double column book which if it was single as most commentaries are it would be around 900 pages. The layout is easy to follow with bold lettering for scripture verses.
